State law. California does not require an earthquake valve on every home. The Health and Safety Code (Sections 19180–19183) authorizes cities and counties to adopt ordinances requiring earthquake-sensitive gas shutoff devices, has the State Architect set the standard those devices must meet, and requires manufacturers to have any valve installed under such an ordinance certified. The Division of the State Architect publishes the certified list and notes that permits, installation, and inspection are handled by the local building department.

City of Los Angeles. Los Angeles Municipal Code Section 94.1217 requires an approved seismic gas shutoff valve (or an excess-flow shutoff valve) downstream of the gas meter on any building with gas piping that was permitted on or after September 1, 1995; on an existing building when an alteration or addition worth more than $10,000 is permitted (residential permits on or after January 10, 1998, commercial on or after September 1, 1995); whenever the gas meter is altered or replaced; and before a sale or the close of escrow, including the sale of an individual condominium unit. The valve must be installed by a California-licensed contractor, mounted rigidly to the exterior of the building, certified by the Office of the State Architect, approved by the Department of Building and Safety, and carry a 30-year warranty. A valve installed before September 1, 1995 is grandfathered as long as it stays in place and is maintained.

Pico Rivera and Los Angeles County. Pico Rivera adopted the 2025 California Plumbing Code by ordinance in November 2025 without adding a shutoff-valve requirement of its own, and Los Angeles County Public Works, which issues building permits for the unincorporated areas, has said the County plumbing code does not require them. In those areas an earthquake valve is a voluntary safety upgrade rather than a permit condition. Other cities set their own rules, so we confirm what applies to your address before we quote.

Water heater strapping is a separate, statewide rule. Health and Safety Code Section 19211 requires every new and replacement water heater, and every existing residential water heater, to be braced, anchored, or strapped to resist falling or sliding in an earthquake, and a seller must certify in writing that this has been done. It applies to standard units up to 120 gallons. Strapping is part of every water heater installation we do, and we can strap an older heater while we are on site for a valve.

An earthquake shut-off valve is quoted on site, because the meter location, the pipe size and whether a local ordinance applies all move the number. We confirm what applies to your address and put the price in writing before any work starts. Water heater earthquake straps, the separate statewide requirement described above, are $225 for a 30- to 50-gallon storage tank when added during an installation. Strapping an existing water heater on its own is $575, because the heater has to be drained, disconnected and lifted out, strapped, and reinstalled.
